We are pleased to communicate that we have had several meetings with the PPRA and have established some very valuable relationships with key role players. Our discussions have mostly centered around the new registration requirements of the Property Practitioners Act 2019 (PPA), industry exemption from the provisions of the Act, and training and education requirements.

The PPRA has confirmed that the following employees who work for a Managing Agent must register with them and hold a valid FFC:

  • The Company itself
  • The Directors
  • The Managers of the Company (including, for example, Operations Managers)
  • Portfolio Managers

The PPRA also confirmed to us in writing that Estate Managers/ Caretakers must also register with the PPRA and hold a valid FFC.

Support and admin staff are not required to register with the PPRA and hold an FFC (this includes, for example, bookkeepers, administrators, HR staff, scheme access control staff, debt collection staff, staff who pay wages to body corporate employees, staff who receive and distribute accounts from bodies corporate for payment etc.).

An exemption for Managing Agents (including all employees who are required to hold an FFC) from the provisions of the PPA has been discussed with the PPRA, and we will communicate the outcome of our exemption application in due course. The exemption is to allow for relevant learning material to be developed, and we are working closely with the PPRA, the Services SETA, and the National Property Practitioners Council (NPPC) to develop material that will be useful, appropriate, and specifically aimed at our members and Portfolio Managers.
